If you need your Passport in time without the usual delay, I would advocate you to use the Tatkal scheme. But then if you are hesitant to pay the extra fee, I would suggest you to pay a visit to the Commissioner of Police Office that is under your jurisdiction. File a petition (drafting a requisition letter) for Police Clearance Certificate (PCC). This is usually accompanied by an application form and two passport size photographs of yours.
The Commissioner’s Office (precisely, the Intelligence Bureau or the Crimes Record Bureau) will run a quick check with your local Police station. After a physical enquiry at your residential address, you should get your Certificate in about a week’s time. I had applied for my Spouse’s PCC and she got in three working days. If you don’t mind the hassle of moving your ass to the Commissioner of Police or Superintendent of Police’s Office, then it should be worth the effort.
After obtaining the PCC, you can apply with your normal Passport application (read: non Tatkal). This should speed up the processing time of your fresh Passport application. Good luck!
